增加社会效应总成的低路堤经济效益评价

摘 要: 评价低路堤方案经济效益时,单纯追求工程造价的盈亏程度,易导致在造价优势不确定时,低路堤方案的推广应用受限。鉴于此,在比较低路堤相对传统高路堤在土地征用、土石方工程费等减少量,并扣除在地基处理、横向通道费等增加量,得出造价盈亏程度的基础上,增加考虑环境资源保护、安全性与景观协调、技术革新及区域发展等社会效应总成对经济效益的贡献。借助模糊隶属度计算,形成综合造价计算与社会效应总成分析相结合的评价方法。实例分析表明:在以往评价认为经济效益较差的工况下,低路堤方案的经济效益仍较好。改善了以往基于单一货币量评价而不重视社会效应差异的不足,使评价结果更全面、合理,对低路堤方案在软土地基等工况下的推广应用,具有积极的指导和参考作用。

Economic benefit assessment with aggregated social effect factorsfor low embankment highway

Abstract:Economic benefit assessment could influence the extension and application of low embankment obviously. However, the previous studies merely focus on the construction cost, of which the conclusion maybe economical loss rather than profit. Thus, it would lead to the application of embankments being restricted. Therefore, through comparing the low embankment with the traditional high embankment, the analysis corresponding to profit and loss status in total construction fee was conducted, which included the reduction by land use and soil fee versus the increase by foundation improvement and lateral facilities. Besides, through the comparison of construction fee, the new evaluating factors that indicating contributions made by the social effect were added, such as environment protection, safety and scenery harmony, technology revolution and regional economic development. By adopting the fuzzy comprehensive evaluation method, the assessing methods based on currency calculating combined with social effect analysis were established. In the case study, it concluded that economic benefit of low embankment still remain well, even the results showed negative in the past studies. Through solving the flaw of ignoring the impact by social effect, the previous assessment based on the single currency factors was modified, which made the assessing result more complete and credible. This study can provide guidance and reference for low embankments application and extension under different conditions, such as constructing on the soft foundation.
